Basically it can get you farther away from the router and still get you internet. Unless you are a good distance from the router, then I am not quite sure how this would help your issue unless the PS3 wireless card is extremely underpowered and has bad antennas, which I do not think it does. You say the PS3's have bad wireless cards so I am going to make an assumption. I am going to assume that if this is true, you are wanting to get away from the wireless card and use the network port.

Now let me answer the questions you posed. A repeater is used for amplification of the signal originally emitted from the router. Now my PS3 is probably about 30 feet from the router I use to feed the signal to it. However it has to broadcast its signal through two walls to reach my PS3.
